National Justice Analyst is responsible for assisting the Project Team in providing technical and operational support to the design, implementation and monitoring and reporting of all project activities. The position holder is also expected to support the conduct of the requisite analytical, political, and legal situational assessment to inform program design and understand trends and patterns that impact on the project, in particular in the area of rule of law.

Duties and Responsibilities of Justice Analyst

1-    Ensuring/Supporting the project Team in the implementation of the ‘Strengthening the Rule of Law and Justice’ Project based on national legal framework and best practices on rule of law and access to justice.

  • Support the Project Manager in the implementation, planning, and M&E of the Rule of Law and Justice Project and related activities,
  • Accompany and support in a close manner (according to the methodology determined) the project’s activities with the institutions targeted by the programme (Attorney General Office, Ministry of Justice, Universities, Bar associations),
  • Ensure financial monitoring of the use of funds in strict and consistent application of UNDP rules and regulations in close collaboration with Operations and Financial Services,
  • Conduct thorough analysis and research of the political, legal, and governance situation in Libya on a continuous basis with a particular focus of areas that have impacts on the project implementation,
  • Keep abreast of policy and legal changes that can affect project implementation,
  • Review concept notes, reports, and ToRs for all project activities based on prior needs assessment and context analysis as well as international standards and UN Guidance,
  • Support, in his/her areas of competence, the work of the various international/national consultants working within the framework of the Project,
  • Perform other activities/tasks as assigned by the Project Manager and the Governance and Rule of Law Team Leader.

     2- Building and maintaining trusted relations with key partners, including judicial actors and civil society organizations, in all regions and target areas of the Project, including to oversee grants’ implementation.

  • Develop and maintain strong working relationships with the national side, both at the central and local levels, with a view to building comprehensive and sustainable partnerships, including serving as an interface for the reporting and communication of essential information in the context of project implementation,
  • Support consultations with national stakeholders for the implementation of all project activities, including with the project’s technical committee, civil society organizations and local actors,
  • Assess capacity-building needs among local partners, including civil society organizations and victims’ groups, and help develop well-structured and sustainable plans for addressing them,
  • Build strong and trusted relationship with local counterparts, as well as with target communities,
  • Identify appropriate civil society partners and monitor implementation of grants and other contractual engagement, in coordination with Project Team,
  • Actively participate in and promote UNDP’s position at technical meetings on justice and Rule of Law,
  • Interact with other UN experts on Rule of Law, Corrections and Justice Reform issues in order to strengthen the involvement of the UN and its assistance to the Government and other institutions of the country in the justice reform process.

    3- Facilitation of knowledge building, effective communication, awareness raising of the project activities and building partnerships.

  • Substantially support capacity-building initiatives of national partners, including through the development of training curricula, the organization of training workshops, conferences and seminars, the design of interventions, as well as the identification of opportunities for sharing experiences with other countries, particularly in the context of South-South cooperation,
  • Contribute to the production of the necessary progress reports (quarterly, semi-annually and annually), distilling lessons learnt,
  • Provide sound contribution to knowledge building, networks and communities of practice,
  • Ensure systematic recording of best practices and lessons learnt from project implementation in the area of Justice, Corrections and Rule of Law,
  • Provide technical support to Rule of Law project manager and implementing team to analyze results and lessons learnt and best practices in project implementation and participate actively in relevant communities of practice,
  • Explore and develop new intervention opportunities and strategic partnerships in justice sector reform.

Required   skills

  • Demonstrated experience in day-to-day project implementation activities (including but not limited to technical support, budget and financial management, procurement, administration, policy and procedures to meet operational needs) is required,
  • Proven network and relations with key stakeholders for the project implementation, including Ministry of Justice, Ministry of Interior, Attorney General Office and/or civil society organizations (e.g. Bar Association, Universities, and/or NGOs),
  • Advanced knowledge of Microsoft Office package such as Word, Excel, PowerPoint; Outlook, MS Teams, and Zoom.( to be added to RS )

Required Language(s) (at working level)

  • Fluency in English and Arabic is required.
